Description:	The first two users could log on successfully to test this before we go live, but the third for a "License Exception" error - stating that the Developer Edition can only be accesses from the local IP and two others. Is there a setting I'm missing that I need to update?

Because it is not meant for public use, just one developer, it has a remote IP restriction. You need to use a real license (Standard or Enterprise) to host Galleon so others can use it.
